Paul Doughty
Paul Doughty is a 34-year veteran of the fire service currently in his 31st year with the Providence, RI Fire Department. His previous experience includes both combination and volunteer fire departments. Paul has extensive practical experience in fire department special operations as well as arson investigations. Paul served on FEMA’s USAR MATF-01 and was a founding member and Operations Chief for RI’s state USAR team.
Paul has a Bachelor’s Degree in Fire Science from Providence College, where he now holds a position as an adjunct faculty member in the Fire Administration program. He also has a law degree from Roger Williams University School of Law and a certificate from Harvard Law School’s Labor and Worklife program. Paul’s legal practice has focused on labor and employment law for the past twenty years.
Paul has extensive experience teaching fire ground, tech rescue, and legal subjects through-out the country including at FDIC, Firehouse Expo, and many state and local fire conferences. His presentations now focus on fire service liability, discrimination and conducting work place investigations.

Bill Maccarone
Bill Maccarone has over twenty years’ experience as a firefighter. In addition to working full-time as a Fire Captain for the North Kingstown Rhode Island fire department, Bill also works as a practicing attorney. Bill received his Bachelor’s degree from Rhode Island College with a double major in public administration and political science with a minor in labor studies in 2006. Bill also received his Juris Doctorate degree from Roger Williams School of Law and a Master’s of Science degree from the University of Rhode Island in labor relations and human resources in 2012. Bill is licensed to practice law in Rhode Island and Massachusetts and is a practicing member of the United States District Court, District of Rhode Island.
